Jeff Butler

Hi, I am Jeff Butler.  I serve as a Licensed Public Adjuster, independent vehicle appraiser, and expert consultant for complex auto-insurance claims across the state. I specialize in total-loss appraisals, repair-cost disputes, loss-of-use claims, and diminished-value evaluations, as well as providing representation in auto appraisal clause (RCW 48.18.620) disputes. I have been involved in numerous cases that uncovered unfair claim practices by major insurers, including investigations and fines against Allstate insurance in 2024. I am the leading advocate in Washington for insurance-consumer protections and industry reform. I played a key role in drafting and passing SB 5721, which became RCW 48.18.620, establishing new standards for auto-insurance appraisal and umpire selection in Washington.

With more than 35 years of experience in the collision-repair and auto-insurance claims industry, I am one of Washington State’s leading experts in vehicle repair standards, total loss valuation, diminished value assessments, and appraisal clause disputes. As the owner of Haury’s Collision & Vintage, a factory-certified collision repair center in Seattle, I have spent decades working directly with OEM procedures and advanced repair technologies to ensure vehicles are repaired safely and accurately. My background as an ASE Master Collision Technician and his extensive hands-on repair knowledge provide the technical foundation for the high-level insurance consulting and expert-witness services he provides today.

I continue to work with the Washington Office of the Insurance Commissioner, strengthening regulations governing fair claim handling and insurer accountability.
